Inviting family or friends to Israel: B/2 visa, ETA-IL and entry refusal
Before purchasing a ticket, identify whether the traveller needs ETA-IL or a B/2 visa, who should file, what proves a genuinely temporary visit and whether previous stays, refusals or family ties require a fuller explanation.
A useful invitation file tells one consistent story: who is inviting whom, the relationship, purpose, dates, accommodation, funding and reasons the visitor will return to the country of residence.
Prior authorisation is not the same as admission. The visitor should travel with the core evidence and be able to explain the same facts at border control.
1. Start with the passport and true purpose
Travellers from visa-exempt countries generally need ETA-IL before travel. Travellers from visa-required countries use the B/2 route through an Israeli mission or, where the procedure allows, through the Israeli host at the Population Authority. A second passport, residence in another country or a previous refusal may affect the route.
B/2 is for a temporary visit and does not authorise employment. Work, study or future family-status applications require the appropriate procedure.
2. Evidence should explain a temporary visit
Prepare identity and relationship records, a clear invitation, accommodation, funding, itinerary and return travel as required. Employment, studies, family, property or other commitments can evidence ties to the visitor's country of residence.
Do not conceal a relationship, long previous stay, overstay, work history or refusal. A contradiction discovered at the border is often harder to address than a fact explained properly in advance.
3. Distinguish ETA-IL, a visa and admission
Since 1 January 2025, visitors from visa-exempt countries generally require ETA-IL. It permits travel to an Israeli border crossing; it does not grant a right to enter or reside. A B/2 visa issued in advance is also subject to border control.
The traveller should know the host's identity, accommodation address, length of visit and funding plan. Consistency means truthful facts supported by documents, not rehearsed answers.
4. Understand any guarantee before paying
The authority may condition approval on a financial guarantee designed to secure departure. Confirm the guarantor, official amount, payment method, validity and release conditions. Do not transfer funds without an official payment instruction.
5. Treat entry refusal as time-sensitive
Obtain the refusal decision and reasons and preserve the ticket, passport, invitation and communications. Removal can be arranged quickly, so the legal route and any request for interim relief must be assessed immediately.
The Appeals Tribunal hears Population Authority decisions concerning entry, stay and exit. Not every refusal warrants proceedings, but a material factual error, ignored document or disproportionate outcome requires focused review.
